[Catalog] Make wait list available before enrollment date
Problem statement:
Currently, the wait list setting in Canvas only works if the enrollment to the listing is open and if the student cap has been reached. We have a use case for allowing the wait list to collect interested users and have them enroll as soon as the enrollment opens.
Proposed solution:
Allow an additional setting for wait list to be active without having an open enrollment and without relying on the student cap to be filled first. This will allow a subcatalog admin to allow specific listings to use the wait list to collect student information and auto-send enrollment information to said users as soon as enrollment opens.
