[Catalog] Re-Order Listings Improvements

Currently, the process for re-ordering Catalog Listings is limited and very time-consuming and cumbersome, particularly if there are hundreds of listings to manage.  This feature request is to improve the functionality of the Catalog Admin portal to re-order listings without having to manually open each individual listing and change around the order for every single listing within a Catalog. 

This could be highlight drag/drop to re-order listings easily as is within other online platform interfaces and Canvas modules and/or another simple streamlined solution.

For our Catalog product friends at Instructure, this is one of those areas where a little more refinement in Catalog will go a long way to making for happier admins.

@VH2020 would it be possible to add the numbering feature into the catalog set up page? Seems like that maybe an easy way to make improvements to the catalog re-order issue. #Catalog @catalog
