[Course Navigation] Redirect Tool - Relative Links

Problem statement:

The Redirect Tool requires an absolute URL. This works fine for external links. Internal links (i.e., links to pages within the course site) work if the Redirect Tool is configured on a course-by-course basis. However, it is not useful for blueprinted courses. For example, we have a page that is included in our standard blueprint for policies and procedures, which is a page included in each course site (this page is editable -- faculty are permitted to add additional policies to this page). We cannot use the Redirect Tool in the blueprint to add a link to the course navigation for this page.

Proposed solution:

Add an option in the Redirect Tool to allow a course site relative URL. This would allow the nav item to work for all blueprinted courses. For example, allow "/pages/policies-and-procedures" as the URL.
