[Course Settings] Provide more visibility to the Link Validator

Problem statement:

I notice every term that when faculty are having issues, many times it relates to an issue that would have been discovered if they had run the link validator tool. Though the link validator tool appears on the settings page, when faculty import content they are focused on the import and the View Issues and even with regular reminders I don't find many using this tool.

Proposed solution:

Add the link validator button to the course homepage with the other buttons at the top right.
