[Course Settings] User interface - expanding options for adding an image in Course Details

Problem statement:

Problem: in course Settings > Course Details > Image, the user is limited to selecting only images saved to a computer. Use case: An instructor wants to select an image for the course's Dashboard card from images saved to the course Files. To do this one must download the image from Canvas, save it to a computer, then upload it back into Canvas. Which makes no sense.

Proposed solution:

Solution: add an option to the kabab in course Settings > Course Details > Image > Choose Image to select an image from the course's Files.
