[Courses] Navigate Directly to Grading Schemes

Problem statement:

It is not easy to navigate to the "manage grading schemes" settings page in a course, when an instructor wants to add a new grading scheme, or edit an existing one. Currently, they must go into the the edit page for an assignment, select "Display Grade As>Letter Grade" - then the "Manage All Grading Schemes" link will appear. Another option is to go into course settings, check the "Enable Grading Scheme" checkbox, and then the "Manage All Grading Schemes" link will appear. This is a particularly bad pathway because it muddies the distinction between setting up a grading scheme to be applied to individual assignments (such as pass/fail) vs establishing a grading scheme for the overall course grade. There is technically a third option, which is to navigate directly to "https://[your_institution].instructure.com/courses/[COURSE ID]/grading_standards". But for some weird reason, when you attempt to add a new grading scheme from this page, it only allows you to add percentage-based schemes, not point-based schemes, the way you can do if you use the other pathways above. Also, why would the URL endpoint be called grading *standards* when it is called *schemes* everywhere else?

Proposed solution:

Allow direct navigation to the Manage Grading Schemes page - either via a URL (but with full functionality to add points-based schemes), or allow Grading schemes to be enabled in Course Navigation.
