Create Global Announcement capability at the Sub-Account level

We are a mufti-college district with sub-accounts for each individual school.  We need the ability to post an announcement to just one specific school.

…and we're an "intentionally small school" with sub-accounts for each academic department. And it would be grand to have the ability to post an announcement for everyone within a particular department. (Send "Hey, we need your RSVPs for tonight's math speaker by 3 today!" to all students in the math department or something.)

Our district is strongly considering bringing Canvas into our middle school.  Because global announcements cannot be distributed to sub-accounts individually, the middle school will need to have a completely separate Canvas instance so that they don't receive high school related announcements and vice versa.  The dashboard-level visibility of global announcements has made the feature an integral part of the "Canvas" experience for our users.  However, creating separate accounts for each school means that we'll be missing out on having access to district wide analytics about our users on Canvas.

We would love to have the option to create "global" announcements by subaccount.

we are also a multi-institutional Canvas customer using one instance.  We need the subaccount admins to be able to message their users AND we need the ability to select a subaccount or multiple subaccounts from Global Announcements (Root level), then select the roles to message.  Thank you!

We are also a multi-school Canvas customer using one instance.  Each sub-account needs the ability to send global messages to ALL their users or all users by a specific role.
