[Credentials/Badges] Allow for Archiving of Badges

Currently in Badgr/Canvas Credentials, there is not a way to archive badges and hide them from view in the list of badges for an issuer. This creates issues when a badge needs to be updated. Updating an existing badge changes the badge for all recipients, past and present. There are cases where an issuer has a need to change a badge only for future recipients. When the new badge is created, there is not a way to prevent instructors/staff from accessing and attaching the old badges to Canvas assignments via the LTI. If similar names are used (which is necessary if the badge is still being awarded for similar competencies/achievements), this generates the real possibility of selecting the wrong badge for continued use. It prevents a badge from being "end of lifed" unless the badge is revoked from all previous users. The solution of revoking the original badge from all initial recipients, re-award the newly created badge, and delete the original is also not workable. The original badge may have had different requirements for completion, as well as a specific expiration time that would be lost on the re-issue.
Have the option for issuer owners and editors to "archive" a badge in a way that hides it from view in the LTI and the badgr.com interface. This allows for effective "versioning" of badges in a way that the original issuances are retained, but new versions of a badge can be effectively implemented.
