[Enrollments] Temporary Enrollment Pairing: Choose Enrollment State After End Date

This idea has been developed and deployed to Canvas LMS

Problem statement:

The Temporary Enrollment feature currently is described as concluding enrollments after the end date. However, this still allows the user read-only access to the course when an institution doesn't restrict access to concluded courses. In most cases where we would plan to use this, we wouldn't want a user that was given temporary access to continue to have read-only access to the course after their end date. In the current state, we will need to monitor these temporary enrollments to update the state to inactive and/or deleted after the end date to ensure they don't continue to have read-only access.

Proposed solution:

When adding a temporary enrollment, allow for the selection of the enrollment state after the end date is reached. The options should be concluded, inactive, or deleted to allow admins to decide which is the most appropriate state for the temporary enrollment when it ends. At a minimum, using inactive as the default rather than concluded seems like a better balance between the available options considering this is meant for temporary enrollments and thus shouldn't have access once it ends. With inactive, you can still see record of the enrollment in Canvas, while also preventing the user from accessing the course any longer.
