[External Tools] Segregate users in Microsoft Teams synch by section

Problem statement:

Sections within course are used to group users, and considerable control over interactions is provided, allowing users enrolled in different sections to either interact with users in other sections or not. When a Class Team is created, all the users are synchronised to the Team, but there is no support from the synchronisation to respect different section enrolments. Where institutions are making use of different sections to teach different classes in the one course and limit interactions, this makes the use Microsoft Teams cumbersome.

Proposed solution:

Expand the user sync to Microsoft Teams to create channels based on sections, and maintain the users with the respective channels. This will then make it much easier to administer the Microsoft Teams and assign permissions and other items to the various channels, with the syncing from the course enrolment to sections maintaining the correct user groupings.
