[Files] File change auditing on courses

Problem statement:

On Canvas courses, files are often deleted or changed in error by instructors and course designers. It is impossible to prove the cause of these deletions/changes so in many cases we are having to treat user error as a technical issue.

Proposed solution:

Create and make available full logging for file and assignment changes on Canvas Courses so that we can see who has made changes and when.
