[Global Announcements] Duplicate button for Global Announcements

Problem statement:

Having a duplicate button/option on Global announcements would help speed up publishing announcements instead of copying and pasting content.

Proposed solution:

Add a button to the pencil (edit) and trash can (delete) that would allow for duplication an announcement and then just edit dates.
