Global Navigation Menu Items should look visually consistent

Problem statement:

When selecting Commons, or other LTIs from their global navigation placement, a selected status is not displayed on the menu item. Users expect that the selected menu item will be highlighted to indicate where they are located, so for certain items to behave differently creates confusion and inconsistency.

Behavior of actively-selected native Canvas global navigation menu item:

(Note that "Dashboard" is highlighted when viewing the dashboard.)

Behavior of actively-selected LTI in global navigation menu item:

(Note that "Commons" is not highlighted when viewing the Commons.)

Proposed solution:

When Commons, or another LTI is selected in the global navigation menu, a selected state should be displayed that is visually consistent with the native canvas menu items (account, admin, dashboard, courses, inbox, groups, etc.)
