[Gradebook] Condensed view toggle

Problem statement:

The gradebook currently presents a very long scroll when all assignments are posted.

Proposed solution:

Allow as an option (for non-touch screen use,) a toggle to a "condensed view" with titles on an angle and columns just wide enough for the portion actually in use to display the grade (and a side-buffer only as big as the current top and bottom buffers). This would remove at least 3/4 of the long scroll effect.
