[Gradebook] Newly Enrolled students should have an "excuse previous assignments" option.

Problem statement:

I have a new student enrolled today (last 2 weeks of school) and all 93 assignments for the semester are automatically marked "missing" for this student. I have to manually excuse each one individually to have Canvas properly reflect their grade since enrolling in my class.

Proposed solution:

Other grading platforms have always offered an option to "excuse all previous assignments" when a new student enrolls. This NEEDS to be a feature of Canvas!
