[Gradebook] Remove Inactive Section

Problem statement:

Inactive Section Showing in Gradebook

Proposed solution:

Inactive section info is showing for students in the Canvas Gradebook. If students move from one section to another, and we would prefer the Gradebook to show the active section. It seems to be holding on to the section the student was enrolled in first even if the enrollment is concluded in that sections. Things look correct in the Sections area of the Settings page of the course. Please see Case Number 11446021 for more context and dialogue.
