[Import/Export] Allow Instructors to Choose Assignment block for imported materials

Problem statement:

Problem: When importing materials between courses, many materials are automatically put into an "Imported Assignments" group. This can mess up grades for students and gradebook views for instructors, as well as the inconvenience of having to move multiple assignments to their appropriate group for proper weight distribution.

Proposed solution:

Solution: Allow instructors to import materials to the appropriate group. If no group is chosen, then the creation of the 'imported assignments' group would be acceptable. This would alleviate the added workload of moving assignments multiple times within the Assignments screen.
