[New Quizzes] Improve consistency of views of a Quiz submission

Problem statement:

I'm part of my institution's support team for Canvas. An instructor reported that some students were unable to see comments on Quiz attempts. After one of the students helped me investigate, we traced the problem to an apparent inconsistency in navigation between Assignments and Quizzes, in student view. If students navigate to a Quiz attempt through the Grades link, they can see instructors' comments along with their score (the view is labeled "Submission Details"). But if they navigate through the Quizzes or Assignments link they see no comments, nor any indication that comments were left (the view is labeled "History," and it does include the score). This seems to be the case only with Quizzes, not with other kinds of Assignments, for which every navigational path leads to the "Submission Details" view. Proposed solution:

To avoid this confusion, I propose that every view of a Quiz submission should include instructor comments, or at least some indication that the instructor left comments and a link to view them. This could be accomplished either by adding comments to the "History" view, or by adjusting the navigation so that the Assignments and Quiz pathways lead to the "Submission Details" view, as the Grades pathway does now. Our instructors are giving helpful guidance in these comments, and it's only by chance that we found out some students weren't seeing them. We don't know how many more students have been affected.
