[Inbox] Option to send Messages from Admin to Admin without a prior Course Selection

Problem statement:

I'm not sure why this isn't already possible. Perhaps it is not desired that people with an admin role should also be able to contact other people with an admin role via the Canvas inbox without having a shared course?! This, however, means that faculty needs to resort to email as a communication tool, which further increases the threshold for using Canvas for communcation alltogether.

Proposed solution:

Allow people with an administrative role to contact other people with an administrative role from the Canvas Inbox. Within the corporate network, all employees can contact all employees, perhaps by typing the name in the Canvas Inbox, then you would not have to display all the names. Teachers would then be more accustomed to communicating via Canvas. Students would still need to select a course, of course.
