Increase default font size

This idea has been developed and deployed to Canvas

We've noticed the font size seems too small - especially after the introduction of Lato font. We have been manually applying styles to text to make it more attractive and easy to read - this would be so easily controlled by default CSS and a lot less labour-intensive. 

A similar request was archived: Default Font Size but I think this is more of a bug fix rather than a feature request.

I am not seeing this in my course.  The notes say the default have been set to 14 and 16.  Is there something I need to do to turn the change on?
