The problem when navigating and viewing a page, a user must scroll down to get to the navigation button [Previous] & [Next] to navigate one page ahead or back. The problem with that is that you have to scroll down all the way (especially with long pages) to simply navigate one page.
Ideally, you have a fixed navigation buttons at the top that does not disappear, even if you scroll down, meaning such navigation bar is 'frozen' on the page and always accessible. This will eliminate the continuous scrolling down to the navigation buttons.
