[Modules] The Assign to... popup should allow to-do list management

Problem statement:

It is much more difficult to change "to-do list" dates than due dates or availability dates.

Proposed solution:

When accessing the "Assign to" screen from Modules, options for "Add to student to-do" and the date associated, as well as the "Publish at" setting, should be accessible for items (such as Pages) that support the setting.
