[New Quizzes] Alert for Instructor if there are question groups that are set to pick more questions than are available

Problem statement:

Many times when there is an issue with a question bank with a quiz with Canvas, many times the only way that it is discovered is when students actually take the quiz and don't see any questions.

Proposed solution:

The proposed solution to this would be the creation of a quiz alert which would tell the instructor that quiz isn't ready or able to be taken until the errors with the question banks are fixed. This would also prevent the quiz from being published if it detects any errors with question banks being set to pick more questions than are available. For example, if the error " This question group is set to pick more questions than are available" is found, an alert would be shown to the instructor letting them know that they would need to fix the question banks/question group before the quiz can be saved or published. In this state, the quiz wouldn't be available to student until it is fixed, and subsequently saved/published. This, would prevent the situation of students taking quizzes where they cannot see any questions as the result of question bank errors.

Thank you for sharing this idea with the Instructure Community!  In our CPO's announcement to remove the Classic Quizzes Timeline, our top priority is to focus development on New Quizzes and so we will not be adding any new features to Classic Quizzes. Since this idea relates to question banks in Classic Quizzes, we will not be considering it for development.
