[New Quizzes] Color Contrast Improvement

Problem statement:

Currently, the text color for the "Title" and "Instructions" headings/form labels have a contrast ratio below the minimum requirement for WCAG 2.x compliance. It is possible to use Canvas's High Contrast mode to improve the contrast, but it seems like an unnecessary step when the rest of the quiz interface seems to be in compliance.

Proposed solution:

Update the font color to improve contrast. (I previously submitted this as an accessibility ticket, but was told to post here instead)
