[New Quizzes] Copy and Paste images into New Quizzes questions

Problem statement:

In classic quizzes, images can be pasted from the clipboard directly into a question. In New Quizzes, the image appears to have been pasted, but saving and previewing the question reveals that the image is NOT where it was pasted.

Proposed solution:

Allow New Quizzes questions to have copied and pasted images that save and appear as intended.

@sarah_whipple I'm happy to report that this has been resolved with the release of the new RCE in New Quizzes on June 17.
