[New Quizzes] Include Date and Time of Submission in Report

Problem statement:

We need to be able to download or export a report from New Quizzes that includes the date and time of submission. This information was included in the reports from Classic quizzes but is missing in New Quizzes.

Proposed solution:

Please include date and time of submission in reports for New Quizzes.
