[New Quizzes] Moderate Countdown Timer

Problem statement:

The moderate tab doesn't really feel like you are actually moderating. You can't see the timer reducing, you don't know if people are almost out of time in order to add more time. You don't know how much more time is needed for the testing.

Proposed solution:

On the moderate tab, it would be nice to actually be able to see the timer counting down for each student. This would allow instructors be able to easily assess how much more time is needed for the assessment and can act to add time for a student before the timer runs out.
