[New Quizzes] edit multiple choice answers, location on screen moves

Problem statement:

When I use New Quiz and edit answer to mulitiple choice questions, when I select an answer to edit, the rich text editor appears, moving the text entry box to a different position on the screen. This is very annoying as you have to then re-find where the text box has gone to edit the answer, and sometime click on the wrong thing by mistake.

Proposed solution:

Make it so that when rich text editor opens it move the content so that the text box is still in same position
