[Notifications] Ability to Turn Off Enrollment Accepted Notifications

Problem statement:

Currently, there is no way for a teacher to turn off the enrollment accepted notification, even if you turn off all course notifications. This can be a very annoying notification.

Proposed solution:

Add these notifications into the profile settings area that you can easily check or uncheck.
