[Notifications] Add a notification for course creation in Canvas

Problem statement:

To add a notification whenever there is a new course(s) created in Canvas.

Proposed solution:

From time to time, we have courses created by our partner institutes in Canvas directly, instead of being created via the integration process with our student management system. This will help us manage our workload and resources.
