[Notifications] Fix "Replies to this email will be posted as a reply to the announcement" language

Problem statement:

For instructors who have turned off the feature to disabled comments announcements (Settings > scoll to the bottom > more options > Disable comments on announcements), the Canvas language that appears on every announcement inviting students to reply and comment should not appear. This language reads: Replies to this email will be posted as a reply to the announcement, which will be seen by everyone in the course. This leads to possible communication problems with students.

Proposed solution:

Either get rid of that boilerplate language on all Announcements altogether, or have some other language appear when instructors turn on the "Disable comments on announcements."
