[Notifications] Notifications of Student's Reply to Submission Comment/Grading Comment by Instructor

Problem statement:

The problem is that instructors are not recieving notifications when students reply to a grading comment. Instructors are checking submission comments on a random basis to see when the student has responded to their grading/submission comments. This leads to students getting frustrated because they think they are direct messaging the instructor and they can get really frustrated when they don't get a response back from the instructor.

Proposed solution:

The solution would be to create a new type of notification that would be in the notification menu so that instructors can choose how often they get notified when students respond to their submission/grading comments done by the instructor. This would help ease the frustration experienced by students who think they are direct messaging instructors when writing/sending grading/submission comments to instructors. In addition, it would help instructors as well so that they can get those notifications and know when students write or send submission/grading comment replies.

There is a setting in Notifications that allows instructors to know exactly when they receive a comment on an assignment. These Submission Comments are very helpful and can be configured to Immediately, Daily, Weekly, or Never options.
