[Outcomes] Allow outcomes to be merged/combined

Problem statement:

Sometimes duplicate outcomes are created by accident or by importing assignments or rubrics from other courses. These duplicates make the learning mastery gradebook very confusing for students to understand and frustrating for instructors to work with.

Proposed solution:

Instructors should be able to merge outcomes, retaining any earned mastery points and combining them in the resulting merged outcome. Assuming that the problem with spurious duplication of outcomes is solved in the future, the ability to merge outcomes would also be useful for a situation where two outcomes turned out to be too similar, and would better reflect student mastery as one combined larger category.

The Product Team reviewed some of our newest feature proposals recently, and unfortunately, this request was identified as one that they would not be able to include in their current or future plans due to technical limitations around the need to ensure Outcomes retain the appropriate context for reporting. While we appreciate your proposal, we also want to be transparent about the likelihood of something like this making it to production.
