[Peer Review] Peer Review Teacher Rubric

Problem statement:

When the teacher goes into the assignment to fill out a rubric it is easy to miss the Submit assessment button as have to scroll all the way to the right, it is an easy mistake to scroll down instead and click Submit which only submits the comment.

Proposed solution:

Move the Submit assessment button to the left
