[People] Make it Easier to "Act As" a Teacher

Problem statement:

It takes too many clicks to "Act As" a teacher when you are trying to view their course from their perspective (which is common workflow when trying to troubleshoot for instructors). When you are already inside a course, you must do the following:

1. Click People
2. Click on the instructor's name or profile pic
3. Click "User Account Details" - this takes you out of the course
4. Click "Act As User"
5. Navigate back into the course and find the thing you were looking at

Proposed solution:

Make a one-click method to act as the teacher when already inside the course. One option would be a persistent "View as Teacher" button at the top, like the View as Student button. I'm sure that would be useful to users in a wide variety of situations, but maybe not all - there may be some situations in which the user has specific account settings that must be tested. Another solution would be to have a quick access to "Act As" from the People page. For students, when you click their name (not their PFP), you get a flyout with some quick links, including "Act As" - it is frustrating that there is not a similar flyout for instructors.
