[Permissions] Allow Course Designers to Edit Quizzes

Instructure has decided that course designers should not be able to create or edit New Quizzes. The purpose of the designer role is to create and maintain course content, so making designers unable to create or maintain a major type of content makes the role nearly useless.

Not sure how to vote on this, but YES, absolutely YES.  The Designers role is to manage content, so why exclude New Quizzes from that content type.

Since the community platform will not register my 5-star vote, I'll throw my voice/vote here in a comment. Designers must be able to access & edit new quizzes. That's part of their role as the course designer!

I also will voice my support for this idea. I am often added as a designer in a faculty member's course, and I often need to have the ability to build a new quiz.

Problem statement:

Course Designers are not able to create, nor edit New Quizzes. In the Designer role descriptions found here https://community.canvaslms.com/t5/Canvas-Basics-Guide/What-is-the-Designer-role/ta-p/14 It says things that contradict each other: "In Canvas, the Designer role is used to enroll users responsible for course creation and management." But A Designer cannot: Build New Quizzes

Proposed solution:

Designers are typically the ones who are creating quizzes to support instructors and this function should be available for New Quizzes as well. Not just Classic Quizzes. It is interesting that while the designer cannot create a New Quiz they can make the rubric for New Quizzes. Many schools are requiring an transition away from Classic Quizzes and this leaves the instructors as the only ones who can create these items. I'm unsure if a Designer has the capability to migrate a classic quiz to a new quiz but that would also be helpful if not already a permission. It's a serious oversight that this functionality was not carried over from Classic Quizzes to New Quizzes. A designer cannot effectively manage a course if they do not have access to creation and access to all quiz types. But they do not need all of the same access as instructors and right now the only way for someone to create a new quiz is as an instructor. Please adjust this permission so that designers can create, edit, and manage New Quizzes.
