[Permissions] Disable teacher ability to change course format in course settings

Problem statement:
Teachers/Instructors can change the format (online, hybrid, face to face) of the course despite it being pre-loaded via SIS integration. This may affect reporting like Impact/Admin Analytics.
Proposed solution:
Have a top level permission to lock teachers/instructors from changing the course format. We want the course format to be viewable by instructor in the GUI so they know the format of the course in SIS.
