[Permissions] Role to Import/Export Content to personal course without editing permissions

Problem statement:

If a user has the ability to copy/import content from the course to another one, they ALSO have the ability to do all the other things listed (including create, add items, and duplicate modules). Currently there's no way to restrict editing permissions but also allow copying or importing of content.

Proposed solution:

Under Manage Course Content Permissions, users can do all things. Add another permission set that allows copying, but not editing.
