Place Student Name/Navigation Over Assessment/SpeedGrader

This is a revised feature idea to move the student navigation to the right side of the screen to be placed above the assessment/speed grader.

It is more user friendly to have all the navigation functions, including the student dropdown and next button moved to the right along with all of the other grading tools.
