[Quizzes] Allow regrading of Quizzes that use question banks

Problem statement:

Canvas does not allow regrading of Quizzes that use question banks. Canvas explains that it does not allow this because question banks may be used in multiple instances. This forces instructors to waste an incredible amount of time to manually regrade quizzes that have any issues with questions. Other LMS systems such as Blackboard allow regrading when using question banks.

Proposed solution:

Canvas could, and should, solve this issue as other LMS systems do by allowing a single quiz to be regraded without affecting the question bank.
