[Reports] Grade report that shows all courses with final grades and all submission grades in a term

Problem statement:

We are looking for a grade report for all students in all courses in a given term that would show assignment/discussion completion as well as final course grades. The "Grade Export" under Settings > Reports only shows final grades.

Proposed solution:

We offer 3-course certificate course bundles and in order to receive a certificate you need to complete all submittable work in the courses. As it stands we need to go into every course individually to find this information.
