[Rich Content Editor] Image adds should prompt for text descriptions for better accessibility

Problem statement:

When a user adds an image via the RCE, they are not immediately prompted to add a text image description or confirm that the image is decorative.

Proposed solution:

To make content more accessible in Canvas from the start, every time a user adds an image to a page, they should immediately be prompted to add a proper text description.

When adding images via the RCE, are individuals using the option from the toolbar, or are they using the drag-and-drop option?

No matter how an image is added it seems, there is no immediate prompt to add alt text. If you notice the accessibility checker icon and the number count and click there, you do get instructions. I'm wondering if it could be made more "present" so that you have to dismiss a box and choose not to add alt text. Maybe instructors and other schools would hate this option. I just know if you don't ask the instructor to do it while editing, it makes for a lot more work later finding and fixing accessibility issues.

Thank you for your idea. We totally understand the problem and appreciate you raising it; however, we will are considering other ways to solve for this.
