[Rubrics] Save Button at the Top

Problem statement:

Rubric Save button. When using rubrics, I often grade in stages, requiring me to scroll to the bottom of the rubric to save, if only at item at the top was assessed.

Proposed solution:

Post the "save" button be posted at the top as well.
