[Rubrics] long description hard for students to view

Problem statement:

If an instructor enters text in the "Long Description" field of a rubric, a student must click a button to view that text when viewing the rubric. Especially in cases where a rubric has many criteria, this makes for a lot of additional clicking.

Proposed solution:

Make the Description and Long Description display to the student when viewing the rubric without any additional clicks. Or just have one description box for instructors when they are creating rubrics.
