File annotations are only available when students use the File Upload option when submitting an assignment. If the student makes the submission selecting the Text entry option but using the Rich content editor to upload, the file that would still be counted as Text Entry submission.
As an institution we use Text Entry for all of our assignments as it gives the students the freedom to choose the best method to post their assignment. They can use the RTE tool, update documents, video, audio, etc. It's a one-stop shop and streamlines the posting process. I am requesting that if a student uploads a document via the Text Entry tool, that document be treated the same way it is if it were submitted via "File Upload."
