[Speedgrader] Allow Students to see teacher annotations on Google assignments

Problem statement:

A teacher informed me today that students cannot see the annotations left on Google assignments in Speedgrader. I asked Canvas Support if the annotation feature could be removed and was told this is also impossible. I was then asked to fill out this form.

Proposed solution:

The annotation feature in Speedgrader either needs to be removed for Google Assignments or the feature needs to be fixed so that students can see the feedback left by teachers for their students.
