[Speedgrader] Comment bulk export

Problem statement:

At the moment, if you want to take a copy of the comments you write in Speedgrader you have to basically copy and paste them by taking them one by one (or export one by one).

Proposed solution:

Have a bulk export function which allows you to export all comments from assignments to one file.
