Cannot Act As student in Test Environment

I'm a Canvas admin, and am trying out the Evaluation portfolio in the Test environment. I created my sample portfolio, but when I try to use the Act As feature to see what it looks like from the students' perspective, no evaluation portfolios are showing up for the students in the class I attached the portfolio to. It's the same result no matter which placement I am using (Global navigation menu, Course navigation menu, or User Account). Is this because the Test environment does not allow fully featured masquerading? Or is it a specific issue with the Portfolios?

Hello @ACook-RVCC - to avoid Act As limitations as you and I have experienced, I worked with our IT team to create an actual student account for our exploration purposes. This has been very helpful as we seem to have around 20 LTI integrations. We login to the student account using Firefox, for example, and then as the instructor/ designer/ admin using Chrome and place that onto a separate screen. It is very efficient and there is no confusion.
