I am currently trying to add a SPED teacher as a student into my course so she can see what her students are doing in class. However, I cannot figure out how to add new students to my course. I have been told to click the "People" tab on the navigation bar, but that tab is not on my navigation bar.

The navigation menu can be customised and some items are only availble based on your permission on the particular course. If you don't have the people navigation then either it's been hidden in the course settings menu, or you don't have permission to view the people menu on that particular course.
If you click the help / ? icon in your main navigation menu (not the course one but the default canvas one) that should open a menu for you which tells you who to contact for help with Canvas questions at your institution 😃 Good luck!

In addition to the information you received from @KathyPalm, you stated:

Just for clarification... if you add a teacher as a student, that teacher will not be able to see what her students are doing in class. In general, a student cannot see other student assignment submissions, grades, etc. of another student. Maybe this teacher is just wanting to see what the course looks like as a regular student? If so, there is a "Student View" that can be utilized without needing to enroll the teacher with a student role.
How do I view a course as a test student using Student View?
