Can I require the students Open an Announcement Prior to moving to any other area of the Course?

There is no option to make #announcements‌ mandatory for a student to view prior to them being able to move forward in the course. If you can provide some more details on the need case for this, we maybe able to help you figure out a workaround with other options within Canvas.
